About this directory

How the regulator directory works, what the data means and how to use it for due diligence.

What is this directory for?
This directory lists iGaming licensing authorities worldwide. Use it to verify which regulator issued a brand licence, find the public register URL to check licence status, compare regulators by licence volume and brand count, and identify tier-1 regulated markets. Each entry links directly to the regulator public register where you can verify licence validity.
What do tier 1, 2 and 3 mean?
Tier 1 regulators operate in fully regulated markets with stringent compliance requirements - UKGC, MGA, GGL, Spelinspektionen, DGOJ. Tier 2 regulators are in emerging or transitioning markets. Tier 3 regulators operate in jurisdictions with lighter regulatory frameworks. The tier reflects regulatory strictness, not market size.
Why are some regulators not listed?
Only regulators with tracked licence data appear in this directory. Some regulators exist and operate public registers, but their licence data is not yet systematically tracked in our dataset. As coverage expands, additional regulators will appear. If a regulator is missing, it does not mean the market is unregulated.
How are licence and brand counts calculated?
Licence counts reflect the number of active licences recorded in each regulator public register. Brand counts represent the number of distinct operator brands holding those licences. A single brand may hold multiple licences from the same regulator, so licence count is typically higher than brand count. Counts are refreshed periodically from public register data.
Can I rely on the register links?
All register links point to the official regulator website. If a link returns a 404 or has moved, the regulator may have restructured their website. In that case, visit the regulator homepage directly and navigate to their public licence register. We update links when changes are detected, but regulator websites change without notice.
How does this differ from the jurisdictions directory?
This page lists licensing authorities (the organisations that issue licences - UKGC, MGA, GGL). The jurisdictions directory covers offshore gambling jurisdictions (the countries or territories where operators are incorporated - Curaçao, Malta, Gibraltar). A jurisdiction may have one or more licensing authorities, and an authority may regulate operators from multiple jurisdictions.
