Activation rate is the share of new sign-ups that reach a defined "activated" milestone — the point at which a user has done enough to have genuinely started using the product and to be likely to stick. The milestone is chosen to be the earliest action that strongly predicts retention: for many products it is completing a core action once or a few times in the first days.

Everything before activation is potential; activation is where a registrant becomes a real user.

Activation rate is a leading indicator. It moves faster than retention or revenue, so it is a practical thing to optimise early, and improving it lifts everything downstream.
