Definition

An ad set, called an ad group on some platforms, is the middle layer of a campaign structure. It sits below the campaign and above the individual ads, and it holds the settings that most optimisation decisions act on: the audience and targeting, the budget (when budget is managed at this level rather than campaign level), the schedule and dayparting, the placements, and the bid strategy.

One ad set contains one or more ads that share all of those settings and are rotated against each other.

The ad set is where a media buyer does most of their hands-on work. Pausing a losing audience, shifting budget between audiences, adding an exclusion, narrowing placements, adjusting the bid — these are ad-set-level actions.

How ad sets are structured therefore shapes both how much control the buyer has and how well the platform's algorithm can learn, because the conversion events a campaign generates are distributed across its ad sets, and each ad set needs a minimum volume of them to optimise reliably.

Structuring ad sets is a recurring test in iGaming media buying. Common choices include: one broad audience in a single ad set versus several stacked-interest ad sets; budget fixed per ad set versus pooled at campaign level for the algorithm to distribute; one ad set per placement versus consolidated placements; and how many creatives to put in each ad set.

Too many ad sets split the conversion signal so that none accumulates enough events to exit the learning phase; too few give the buyer little control and can mix audiences of very different value.

Ad-set structure also drives audience overlap. Running several ad sets whose audiences share many of the same users means those ad sets bid against each other in the auction, inflating cost and muddying per-ad-set data.

Buyers use the platform's overlap reports to merge or exclude overlapping ad sets, and generally prefer the smallest number of ad sets that still gives them the control and segmentation the campaign actually needs.

Worked example

A buyer splits one campaign into five ad sets by country, each with its own daily budget and three creatives. Two months later, three countries have each accumulated enough conversions to optimise well; the two smaller countries have not, so the buyer merges them into a single "rest of region" ad set to give the algorithm a workable event volume.
