A search quality assessor (asessor) is a contracted human rater who evaluates search results against detailed guidelines and rates them for relevance and quality. Both Yandex and Google employ large distributed pools of these raters.

They do not directly change any specific page's ranking; their aggregated judgements are training and evaluation data - used to teach machine-learned ranking models what "good" looks like and to measure whether an algorithm change improved or worsened result quality before it ships.

The rating guidelines are the closest thing to an official statement of what the search engine is trying to reward.
