Definition

A rolling reserve is a structured cash-flow holdback mechanism used by Payment Service Providers to protect against the financial risk of processing high-risk merchants, including iGaming operators. Under this arrangement, the PSP withholds a defined percentage of each transaction - typically 5–15% - holding those funds in a segregated reserve account for a set period, commonly 90–180 days.

At the end of the holding window, reserved funds from the earliest period are released back to the merchant on a rolling basis. The reserve functions as a real-time security deposit available to the PSP to offset chargebacks, fines, or processing losses if the operator defaults or is terminated.

Reserve percentage and holding period are negotiated at contract stage based on several risk factors: the operator's chargeback history, jurisdiction, licence status, average transaction volume, and the PSP's risk appetite. A newly established operator with no track record may face a 10–15% reserve held for 180 days, while a well-established licensed operator with a chargeback ratio below 0.3% and €5M+ monthly volume may negotiate down to 5% held for 90 days.

Some PSPs offer graduated reserve release - reducing the holdback over 12–24 months if performance metrics remain clean.

The cash-flow implications are significant and often underestimated at the business-planning stage. If an operator processes €50,000 per day at a 10% reserve with a 180-day holding period, approximately €900,000 is locked up at any given time - an interest-free loan from the operator to the PSP.

Operators running on thin working capital must factor reserve requirements into their treasury planning from day one. In some structures, the PSP earns interest on reserve funds without passing yield back to the merchant.

Rolling reserves interact with other PSP risk controls, including chargeback monitoring programs that trigger alerts or penalties when ratios breach thresholds, and may be combined with personal guarantees from directors or first-loss insurance policies. For operators switching PSPs, the transition period is cash-flow-intensive: the new PSP immediately begins accumulating a fresh reserve while the old PSP holds the existing reserve until the rolling window expires - meaning the operator effectively funds two reserves simultaneously for several months.

A common operator misconception is that terminating a PSP agreement immediately unlocks all reserved funds. In practice, PSPs maintain the reserve for the full holding period after the last transaction, and some contracts allow the hold period to extend if chargeback claims arrive late - permissible under card scheme dispute timelines.

Worked example

A high-risk operator: PSP holds 10% of daily volume for 180 days. If daily volume is €50,000, €5,000 is reserved daily and released after 6 months.
