Definition

A content locker is a mechanism that blocks access to a piece of content — a file, a download link, a video, an article, a game modification, a streaming link — until the visitor completes a required action, such as submitting an offer, finishing a survey, or subscribing to something. It is a CPA monetisation method built for incentive traffic: the user trades an action for access, and the affiliate earns on that action.

Lockers monetise high-volume, low-intent traffic that is hard to monetise any other way: download sites, game-mod communities, unofficial streaming, cracked-software audiences. The user does not want to buy anything; they want the file, and the locker converts a share of them by making a small action the price of entry.

Because the intent behind the action is access rather than genuine interest in the offer, conversion quality downstream is low, and many advertisers explicitly ban incentive traffic.

The economics of a locker are volume times a low per-action payout. A game-mod site might lock a download behind a mobile-content or survey offer and earn roughly $0.20 to $0.40 per unlock, which is only worthwhile at large scale.

The affiliate must run offers that tolerate incentive traffic, and both the offer selection and the locker configuration (how many actions, how skippable) trade completion rate against payout per completion.

In iGaming, content lockers are largely off-limits. Operators reject incentivised registrations because a user who signed up only to unlock a file has no intent to play, deposits rarely, and never retains, so an operator paying CPA on that traffic is paying for nothing.

Bonus-eligibility and qualification rules are designed specifically to exclude this kind of traffic. Lockers therefore stay in the CPA world of surveys, mobile subscriptions, sweepstakes and app installs, and an iGaming affiliate encountering one is usually looking at a traffic source to avoid rather than a monetisation method to adopt.
