Cloaking is the practice of showing different content to different visitors of the same URL based on who or what is requesting it — typically a compliant, harmless "white" page to ad-platform reviewers, bots and out-of-target visitors, and the real "money" page to targeted real users. It is implemented by a cloaker: a filter that inspects each request's IP address and reputation, device, user agent, referrer, browser fingerprint, behaviour and location, and routes it to one page or the other.

Cloaking exists to run offers or creatives past moderation that would otherwise be rejected. In iGaming it is used to advertise gambling on platforms that ban gambling ads, to promote unlicensed brands into regulated markets, or to use non-compliant creatives while showing reviewers a clean version.

Because it deliberately deceives the platform's review process, cloaking breaches the terms of service of every major ad platform, and because it shows regulators and consumers different things, it can also breach advertising and consumer-protection law.

Cloaking is a black-hat technique and a defining feature of grey and black affiliate operations. Platforms counter it continuously: they review from many geographic locations, use residential-looking IPs and real devices, employ human reviewers inside target markets, re-check campaigns after spend thresholds and edits, and act on competitor and user reports.

As a result, cloaked setups are inherently unstable — accounts are lost on a rolling basis, spend is frozen, and the operation runs on a treadmill of replacing detected assets — and the margin advantage over compliant approaches is eroded by these losses.

Licensed operators and reputable affiliate companies do not cloak, because the downside — losing platform access, inviting regulatory scrutiny, and the reputational cost of being caught deceiving reviewers — outweighs any short-term gain. The compliant alternative is to run only in markets and on platforms where the real page can be shown to everyone, including the reviewer, which is the core discipline of white-hat arbitrage.

Worked example

A campaign runs one URL; behind it, a cloaker serves a recipe blog to any request from a data-centre IP, a known review user agent, or a location outside the target country, and the casino landing page only to mobile users on residential IPs inside it. It passes automated review, spends $9,000 over eleven days, then a human reviewer on a residential connection in the target country sees the casino page and the account is permanently banned.
