Geo-cloaking is a specific form of cloaking that branches on the visitor's detected location. Visitors whose IP resolves to the campaign's target country are shown the real offer page; visitors from anywhere else — including the countries where ad-platform reviewers, compliance teams and monitoring services typically operate — are shown a compliant, innocuous "safe" page.
The purpose is to pass a restricted offer through moderation by ensuring the people most likely to review it never see what real users see.
It is used because ad-platform review is often conducted from a handful of predictable locations, and because monitoring vendors and regulators check ads from known jurisdictions. By making location the branch condition, an operator of a grey or black campaign can present a clean face to oversight while running the actual offer to its intended audience.

Geo-cloaking breaches the advertising policies of every major platform and, because it deliberately conceals the real offer from regulators, can also breach advertising and consumer-protection law in the target market. It is a black-hat technique and a defining feature of grey and black affiliate operations.
Platforms counter it by reviewing from residential IPs inside the target country, using real devices, and having local human reviewers, so a geo-cloak that only checks for foreign IPs is increasingly easy to catch.
For anyone operating within a licence — an operator, or an affiliate company that wants a durable business — geo-cloaking is off the table, because being caught means losing platform access and inviting regulatory scrutiny. The compliant equivalent of "show the right thing to the right country" is honest geo-targeting plus localisation: the campaign only runs in markets where the real page is lawful and can be shown to everyone, and the page is translated and adapted per market rather than hidden.
Worked example
A campaign's geo-cloak serves a blank travel blog to any IP outside the target country and the casino landing page only to residential mobile IPs inside it. It passes automated review from a foreign data centre, but a platform reviewer on a residential connection in the target country sees the casino page, matches it to the reported policy violation, and the ad account and its balance are lost.
