Lottery and lotto betting

The lottery vertical covers two related but legally distinct products.

By Daniel Cohen · CMO Updated 6 September 2026

Definition

The lottery vertical covers two related but legally distinct products. One is participation in official state or licensed national lotteries, sold online directly or through licensed resellers and courier services that buy real tickets on the player's behalf.

The other is lotto betting (also "lottery betting"), where a bookmaker takes a bet on the outcome of a lottery draw and pays winnings itself, so the player never holds a real ticket and the money does not enter the lottery's prize fund or its good-cause contributions.

The distinction matters legally and reputationally. Official-lottery sales are often tightly regulated and sometimes a state monopoly; lotto betting is a bookmaking product that has faced legal challenges and outright bans in several jurisdictions, partly because lottery operators and governments object to a third party taking stakes on their draws without contributing to the causes lotteries fund.

In context

For affiliates, the lottery vertical has broad, mainstream appeal — huge jackpot events draw casual participants who do not consider themselves gamblers — which makes it high-volume but also raises the responsibility to be clear about what is being promoted. Content should distinguish plainly between buying into an official draw and placing a bet on a draw with a bookmaker, because players often do not realise which one a given site offers, and the consumer protections, prize treatment and legality differ.

Compliance points are specific. Affiliates must check whether lotto betting is legal in each target market at all, since it is banned or restricted in a number of places.

They should promote only licensed providers, be accurate about odds and expected value (lottery products have a very low return to player, and jackpot-chasing content can obscure that), and apply age verification and responsible-gambling messaging as with any gambling product. Courier and reseller services should be licensed and transparent about fees and ticket handling.

The mainstream, low-stakes framing of lotteries can lead to lighter-touch marketing, but regulators increasingly treat lottery and lotto betting as gambling that needs the same safer-gambling standards, and affiliates should not lean on the "it's just a bit of fun" positioning to sidestep them.

Worked example

An affiliate's lottery section explains for each site whether the player buys a real ticket in an official draw or places a bet with a bookmaker on the result, checks that lotto betting is licensed and lawful in each covered market, states the low return-to-player honestly, and applies the same age and responsible-gambling standards it uses for casino content.
