It is set per payment method and per market, balancing accessibility (a low minimum lets more players fund) against processing economics (very small deposits can cost more in fees than they are worth) and against fraud and bonus-abuse exposure.

A low minimum deposit — the equivalent of a few dollars — widens the funnel and suits markets with low disposable income, but it also attracts players who deposit the minimum, claim the bonus, and never play seriously, which drags down average deposit and retention. A higher minimum filters for more committed players but loses volume.
