The set is dynamic — expanding one question often loads more — and the questions reflect what other users search around the same topic.

Appearing in PAA can bring visibility and clicks even when a page does not rank in the top few blue links, but the answer shown is an extract the search engine chooses, and the feature also lets users get an answer without clicking.
